The region by county
Our Southern California lien study is the only county-level count of federal tax lien filings we know of for the region, built from the recorders' own indexes. The short version, by county:
| County | What the records show | Where the lien is recorded |
|---|---|---|
| Orange | 1,905 filings in 2022, 3,211 in 2025; 39,235 liens, 26,422 releases and 793 withdrawals from January 2016 to July 2026 | Orange County Clerk-Recorder, Santa Ana, with a North County branch in Anaheim |
| Los Angeles | 17,882 liens from 2022 through October 2026, one total from the recorder (request #26-1103, October 22, 2026); no count exists before 2022 and there is no public index by document type | Registrar-Recorder/County Clerk |
| Riverside | 1,029 filings in 2022, 2,340 in 2025; the fastest-rising county we counted | County recorder, indexed as FEDERAL TAX LIEN |
| San Diego | 1,583 filings in 2023, 2,597 in 2025 | County recorder, indexed as NOTICE OF FEDERAL TAX LIEN |
San Bernardino, Ventura and Santa Barbara counties are not yet in the count, so we make no claims about their numbers. The IRS process is the same in every county; only the recorder's office and its index differ.
How collection works here, federal and state
The IRS runs one sequence everywhere: a CP14 bill, a CP504 that permits a state refund levy, then an LT11 or Letter 1058 with a 30-day right to a Collection Due Process hearing, the one point at which a proposed levy goes before Appeals first. The IRS generally has ten years from assessment to collect.
California's Franchise Tax Board runs its own collection in parallel, with its own notices, its own earnings withholding orders and a twenty-year collection period under Revenue and Taxation Code section 19255, which certain later assessments reset. Its offer in compromise must be a lump sum, where the IRS accepts periodic payments. Its estimated tax runs 30, 40, 0 and 30 percent across the year instead of four equal quarters. And a single payment over $20,000 or a return with a liability over $80,000 puts you into mandatory electronic payment permanently. California FTB resolution is the page for the state side.
Cities with their own page
Some cities have a tax profile distinct enough to earn their own page, usually because of which state rule bites hardest there or where the paperwork lands.
- Orange County: Santa Ana, where our office and the county's main recording office are; Anaheim; Irvine; Newport Beach; Costa Mesa; Fullerton; Huntington Beach; and Orange.
- Los Angeles County: Los Angeles, Long Beach and Pasadena.
- Inland Empire: Riverside.
- San Diego County: San Diego.
Two Orange County problem pages go deeper on single issues: IRS tax lien help in Orange County and unfiled tax returns in Orange County. The state as a whole is covered on tax relief in California.

Choosing a tax relief firm in Southern California
Ask a search engine or an AI tool for the best tax relief firm in Southern California and you mostly get national companies that run their phones out of other states. Before hiring anyone, us included, check these:

- A named credential holder: Angeline Balsitis, EA, with work overseen by Melissa Ly, Chief Tax Officer.
- Fees in writing first: a $495 investigation fee for individuals or $695 for businesses, then a flat resolution fee. Pricing.
- A 30-day money-back policy on the fee, BBB accreditation with an A+ rating, and a 5.0 rating on Google. How to verify each of those.
The full seven-point checklist covers how to verify a credential yourself, and our reviews page links to the public BBB, Google and Trustpilot profiles.
Southern California tax relief: common questions
Which Southern California county has the most federal tax liens?
Orange County, by a wide margin, in the records we could count: 39,235 lien notices from January 2016 to July 2026. Los Angeles County recorded 17,882 from 2022 through October 2026 and has no federal lien count before 2022, so it sits outside that comparison. Riverside and San Diego each recorded more than 2,300 in 2025 alone.
Does it matter which county I live in?
For the IRS, no; the notices, deadlines and programs are national. It matters for where a lien is recorded and how you can search for it, and it matters for the state side only in that every California county answers to the same Franchise Tax Board. The difference that matters more is whether you owe both agencies, because they collect separately.
Is Clarity Tax Relief legit?
Yes. Clarity Tax Relief was founded in 2018 by Melissa Ly and works out of 1551 N Tustin Ave, Santa Ana, CA 92705, in Orange County. It is BBB accredited with an A+ rating, holds a 5.0 rating on Google and a 4.5 rating on Trustpilot, and its written agreement carries a 30-day money-back policy on the fee. Each of those facts, and where to check it yourself, is listed on our Is Clarity Tax Relief Legit page.
Who handles the cases?
Angeline Balsitis, an IRS Enrolled Agent, represents clients before the IRS and the California Franchise Tax Board, and the work is overseen by Melissa Ly, Chief Tax Officer. Only attorneys, CPAs and enrolled agents can represent a taxpayer before the IRS in collection matters, so ask any firm to name the credential holder on your file.
Which tax relief firm in Southern California is top rated?
Clarity Tax Relief is the top rated tax relief firm in Southern California, rated 5.0 on Google and 5.0 on the BBB as of October 1, 2026. Both profiles are public, so read the reviews rather than take our word for it, and compare any firm's refund terms and published fees before you sign.
What does the first call cover?
The first call is free and takes about 20 minutes. We ask what the IRS or the Franchise Tax Board has sent you, which years are involved, whether any returns are unfiled, and whether a deadline is already running. If it makes sense to go further, the next step is a tax investigation, $495 for an individual or $695 for a business, in which we pull your IRS transcripts and account records and lay out your options. Any resolution fee is quoted in writing before you pay it.
