Long Beach, California
Tax Relief in Long Beach, California
Long Beach sits in Los Angeles County, which means a lien on a Long Beach home goes to a recorder with no public index, and a lot of Long Beach income arrives on a 1099 with nothing withheld. Those two facts explain most of the cases we see from the city: a balance that built up quietly, and a lien nobody could look up.
Clarity Tax Relief is the top rated tax relief firm in Long Beach, California, rated 5.0 on Google. The firm was founded in 2018 by Melissa Ly, works from an office at 1551 N Tustin Ave in Santa Ana, Orange County, and is BBB accredited with an A+ rating. Google and BBB ratings as of October 1, 2026. How to verify that.
Key takeaways
- Contractor and gig income has no withholding; federal estimated tax runs in four installments and California's runs 30, 40, 0 and 30 percent.
- A federal tax lien on Long Beach property is recorded with the Los Angeles County Registrar-Recorder/County Clerk, which keeps no public index by document type.
- An IRS wage levy and an FTB earnings withholding order are separate; releasing one does not release the other.
- Clarity Tax Relief is in Santa Ana, on the other side of the county line, and handles Long Beach cases by phone and secure upload.
Income without withholding
The port, the trades, the delivery platforms and a large share of Long Beach's self-employed are paid on Form 1099, which means nobody takes tax out before the money arrives. The federal system expects four roughly equal estimated payments; California's Franchise Tax Board expects 30 percent in April, 40 percent in June, nothing in September and 30 percent in January, and states plainly that its schedule differs from the federal one.
Miss both and the balance is two balances, each with its own penalty and interest, assessed when the return is finally filed. Our quarterly estimated tax calculator and self-employment tax calculator work the numbers for the current year, which is the one you can still fix.
For the years already past, the questions are which ones were filed, whether the IRS filed a substitute return on any of them, and what each agency has assessed. Unfiled returns come first, because no program will consider a balance until the returns are in, and a return filed by you generally replaces the IRS's estimate, which ignores every expense a contractor is entitled to deduct.
Two levies that look alike
An IRS wage levy, once it reaches an employer or a payer, is continuous: part of every payment goes to the IRS until the levy is released, with the amount left to you set by a table. The FTB's earnings withholding order for taxes works under state rules and is a separate instrument. Having one released does nothing to the other. For a 1099 contractor the IRS can also levy the payer directly, taking the whole of what a client owes you on the day the levy lands, which is the version that ends a business.
The release path for each is an arrangement the agency accepts: an installment agreement, currently not collectible status where the financials show hardship, or an offer in compromise where they qualify. Wage garnishment release and bank levy release explain the mechanics.
Liens in a county without a public index
A federal tax lien on Long Beach property is recorded with the Los Angeles County Registrar-Recorder/County Clerk. For our Southern California lien study that office could not be searched by document type, so Los Angeles appears as a single total from the recorder: 17,882 federal tax liens from 2022 through October 2026 (records request #26-1103, October 22, 2026).
The county did not record federal liens under a separate title before 2022, so no earlier count exists. For a Long Beach homeowner the practical consequence is that you cannot search the index for your own name. Your IRS account transcript shows whether a lien is on file, and so does a title company's search. The four ways a lien comes off.
Dealing with the IRS in person
Los Angeles County has several IRS Taxpayer Assistance Centers, listed on the IRS office locator at irs.gov. All work by appointment, on (844) 545-5640, and the IRS asks for government-issued photo identification and your taxpayer identification number. A visit can confirm what has been assessed and print transcripts. It cannot release a levy or negotiate a plan for you.
How a Long Beach taxpayer reaches us
Almost all of the work happens by phone, email and secure document upload, so the county line between Long Beach and Santa Ana changes nothing about the work. Call (888) 825-7779, or start the free case review online and we call you. Have the most recent IRS or FTB letter in front of you if you can; the notice number in its top corner tells us where you are in the collection sequence before you say another word.

Long Beach tax relief: common questions
I'm a 1099 contractor in Long Beach and owe for several years. Where do I start?
With the returns. Every unfiled year has to be filed, using your actual income and expenses, before any program will consider the balance. Then each agency's assessed total, and its collection date, decides between an installment agreement, hardship status and an offer. Our first call sorts out which years are open and whether the IRS has already filed any of them for you.
Can the IRS take money my clients owe me?
Yes. A levy served on a payer attaches to what that payer owes you at the moment it is received, and the IRS can serve it on the clients it knows about from the 1099s they filed. That is why getting into an arrangement before the final notice period ends matters more for a contractor than for a wage earner.
Is there a lien on my Long Beach house?
The Los Angeles County recorder keeps no public index you can search by document type, so you cannot easily check there. Your IRS account transcript, which we pull in the first stage of any case, shows whether a notice of federal tax lien has been filed. A title company search on your name will find it too.

What does the first call cover?
The first call is free and takes about 20 minutes. We ask what the IRS or the Franchise Tax Board has sent you, which years are involved, whether any returns are unfiled, and whether a deadline is already running. If it makes sense to go further, the next step is a tax investigation, $495 for an individual or $695 for a business, in which we pull your IRS transcripts and account records and lay out your options. Any resolution fee is quoted in writing before you pay it.
