Tax Relief in Los Angeles, California
Los Angeles County recorded 17,882 federal tax liens from 2022 through October 2026. The county only started recording federal liens under their own title in 2022, so there is no earlier Los Angeles count to set beside Orange County's ten years of filings. What we can say is how a Los Angeles tax problem moves, and where it stalls.
Clarity Tax Relief is the top rated tax relief firm in Los Angeles, California, rated 5.0 on Google. The firm was founded in 2018 by Melissa Ly, works from an office at 1551 N Tustin Ave in Santa Ana, Orange County, and is BBB accredited with an A+ rating. Google and BBB ratings as of October 1, 2026. How to verify that.
Key takeaways
- A federal tax lien against Los Angeles property is recorded with the Los Angeles County Registrar-Recorder/County Clerk, and that office keeps no public index you can count from. The lien still attaches.
- The IRS has ten years to collect an assessed balance. The Franchise Tax Board has twenty, and certain assessments reset that clock.
- An IRS wage levy keeps taking from each paycheck until it is released. It does not stop on its own.
- We represent Los Angeles taxpayers from Santa Ana by phone and secure upload; the office is there if you want it.
What the lien records say about Los Angeles
For our Southern California lien study we counted every federal tax lien recorded in Orange, Riverside and San Diego counties month by month. Los Angeles could not be counted that way. The Registrar-Recorder has no public index to search by document type, so the county appears in the study as one total from the recorder, in answer to records request #26-1103 (October 22, 2026): 17,882 federal tax liens from 2022 through October 2026. The county did not record federal liens under a separate title before 2022, so no earlier Los Angeles count exists.
Because that count starts in 2022, we don't line it up against the other counties' ten-year totals. The practical point for a Los Angeles homeowner is different. You cannot search the county index for your own name the way you can in Orange County, so the first sign of a lien is often a title company's call during a sale or a refinance.
If you owe the IRS and own property, ask for a copy of your account transcript before you list the house. A lien filed years ago is still on the record until it is released, withdrawn or the collection statute runs out.
The two collectors, and the clocks they run on
Most Los Angeles taxpayers who owe, owe twice, and the two agencies collect separately. The IRS generally has ten years from the date a balance was assessed. The Franchise Tax Board has twenty under Revenue and Taxation Code section 19255, and the FTB's own guidance shows how a later assessment, such as a collection cost fee, resets that twenty years rather than pausing it.
A balance that is nearly dead on the federal side can have most of its life ahead of it on the state side. Our CSED calculator works the federal date; the state date needs the FTB account record.
The IRS sequence is the same in Los Angeles as everywhere else: a CP14 bill, a CP504, then an LT11 or Letter 1058 carrying a 30-day right to a Collection Due Process hearing. That hearing is the one point where a proposed levy goes in front of Appeals before it happens. The 30 days do not extend because the letter went to an old address.
Wage levies and withholding orders in a two-income city
Two levies look alike on a pay stub and work differently. An IRS wage levy is continuous: once your employer receives it, part of every paycheck goes to the IRS until the levy is released, and the exempt amount left to you is set by a table, not by your rent.
The FTB's equivalent is an earnings withholding order for taxes, which takes a share of disposable earnings under state rules. If both arrive in the same month, which happens, the order of attack matters, because the IRS release does not touch the state order and the reverse is also true.
A levy is usually released by getting into an arrangement the agency accepts: an installment agreement, currently not collectible status where the financials show hardship, or an offer in compromise where they qualify. Which one fits is decided by the numbers on a collection information statement, not by how urgent the letter sounded. How a wage garnishment release works.
Dealing with the IRS in person
Los Angeles County has several IRS Taxpayer Assistance Centers; the IRS office locator at irs.gov lists the current ones. All of them work by appointment, on (844) 545-5640, and the IRS asks you to bring government-issued photo identification and your taxpayer identification number. A counter visit can confirm a balance or fix a misapplied payment. It cannot negotiate an offer for you, and the person at the window cannot see the deadline you are about to miss.
How a Los Angeles taxpayer reaches us
Almost all of the work happens by phone, email and secure document upload, so where you sit in the county does not change the work. Call (888) 825-7779, or start the free case review online and we call you. Have the most recent IRS or FTB letter in front of you if you can; the notice number in its top corner tells us where you are in the collection sequence before you say another word.

Los Angeles tax relief: common questions
Can the IRS file a lien on my Los Angeles home if I am in a payment plan?
It can. A lien is a claim on the record, filed when a balance is assessed and unpaid; a payment plan is an agreement to pay. The IRS may still file the lien, though a direct debit installment agreement on a balance under the IRS threshold can support a withdrawal request afterwards. Ask before you sign the plan, not after the lien shows up in a title search.
Why can't I find my lien in the Los Angeles County records?
The Registrar-Recorder/County Clerk does not keep a public index searchable by document type the way Orange County does. The lien is still recorded and still attaches. Your IRS account transcript, or a title company search on your name, is the reliable way to confirm it.
I owe the IRS and the FTB. Which do I deal with first?
Usually whichever is about to act. A final notice with a 30-day hearing right outranks a bill, and a levy already in place outranks both. After the emergency, the federal balance is often resolved first because the FTB will generally want to see what the IRS accepted. The two agreements are separate and both have to be kept.

The first call is free and takes about 20 minutes. We ask what the IRS or the Franchise Tax Board has sent you, which years are involved, whether any returns are unfiled, and whether a deadline is already running. If it makes sense to go further, the next step is a tax investigation, $495 for an individual or $695 for a business, in which we pull your IRS transcripts and account records and lay out your options. Any resolution fee is quoted in writing before you pay it.
