Riverside and the Inland Empire

Tax Relief in Riverside, California

Riverside County recorded 1,029 federal tax liens in 2022 and 2,340 in 2025. More than doubled, in three years, and Riverside is the county our lien study says is the one to watch. The Inland Empire is also where a lien does the most damage, because so much of the household balance sheet is the house.

Clarity Tax Relief is the top rated tax relief firm in Riverside, California, rated 5.0 on Google. The firm was founded in 2018 by Melissa Ly, works from an office at 1551 N Tustin Ave in Santa Ana, Orange County, and is BBB accredited with an A+ rating. Key takeaways

The county to watch

For our Southern California lien study we counted every federal tax lien recorded in Riverside County since 2018, month by month, under the document type the county uses, FEDERAL TAX LIEN. The count went from 1,029 in 2022 to 2,340 in 2025. Orange County roughly doubled over the same stretch from a much higher base; Riverside more than doubled outright, and that is why the study singles it out. San Bernardino County is not in the study because we have not yet counted it, so we make no claim about it.

A rising lien count is not a rising number of bad taxpayers. It is the IRS filing on balances that were assessed in earlier years and never resolved, and a lien is a public record anyone can read. In a county where the house is the main asset, that record surfaces at the worst time: in escrow, or when a rate drop makes a refinance worth doing.

A lien can be discharged from a single property so a sale closes, or subordinated so a lender moves ahead of it, and both are applications with their own forms and lead times. The four ways a lien comes off.

Where the paperwork lands

A notice of federal tax lien on Riverside County property is recorded with the county recorder, and you can search the index for your own name. Finding the lien tells you it was filed; it does not tell you whether it is still in force, because a release is recorded as a separate document. Your IRS account transcript, which we pull in the first stage of any case, shows the balance, the assessment dates and whether a lien is on file.

The IRS sequence before a lien or levy is the same across the Inland Empire: a CP14 bill, a CP504, then an LT11 or Letter 1058 with a 30-day right to a Collection Due Process hearing. If you have moved, which people in a growing county do, the letters may have gone to an old address and the deadlines ran anyway. Updating your address with the IRS is a one-page form and worth doing before anything else.

Self-employment and the California estimated tax schedule

A lot of Inland Empire balances start with self-employment income and no withholding. Two things to know. Federal and state estimated taxes run on different schedules: the IRS wants four roughly equal installments, and the Franchise Tax Board wants 30 percent in April, 40 percent in June, nothing in September and 30 percent in January.

Paying the state in even quarters leaves you short in June. And once you make a single estimated or extension payment over $20,000 to the FTB, or file a return with a liability over $80,000, every later state payment has to be electronic. Our quarterly estimated tax calculator works the installments.

Where the balance is already assessed, the ordinary options apply: an installment agreement, penalty abatement where the facts support it, currently not collectible status on a hardship showing, or an offer in compromise where the financials qualify. A California offer has to be a lump sum; the IRS will accept periodic payments. That one difference often decides which side is resolved first.

Dealing with the IRS in person

The IRS office locator at irs.gov lists the Taxpayer Assistance Centers serving Riverside and San Bernardino counties. They work by appointment, on (844) 545-5640, and the IRS asks for government-issued photo identification and your taxpayer identification number. A visit can confirm a balance or a payment. It cannot negotiate on your behalf.

Riverside tax relief: common questions

Can I sell my Riverside house with an IRS lien on it?

Often, yes. The lien has to be dealt with for the title to clear, which usually means paying it from escrow or applying for a certificate of discharge so the specific property is released from the lien while the balance remains. The discharge application takes time, so start it when you list, not when you are in escrow.

Why did lien filings in Riverside County jump?

Our study counted the filings; it does not know the IRS's reasons. What the records show is 1,029 filings in 2022 and 2,340 in 2025, growth faster than Orange County's over the same years. A lien is filed on an assessed, unpaid balance, so a rise in filings follows a rise in unresolved balances from earlier years.

Do you handle San Bernardino County too?

Yes. We represent taxpayers in both Inland Empire counties and in all 50 states, from the office in Santa Ana. The county only changes where a lien is recorded; the IRS and FTB processes are the same.
